Fuel consumption on 1.9 tdi

Hello, the car is Seat Leon 1.9 TDI 110 h.p. 2003 year with EDC15 computer. The car is remapped, my question is why the real fuel consumption is 6-7 L/100 but the car computer shows on the cluster 2.5-3.5 L/100. Its much difference between the real and calculated numbers. I've tried to fix it with VAG com in instruments panel settings but there i can choose between -15 (-) +15% correction. There is much more difference, so is there an option to touch some of the ECU maps to fix that problem (I got MPPS device)?
