Default (SOLVED) 2000 Camry XLE V6 3.0L Issues

I bought a 2000 Camry XLE V6 3.0L a few months ago with only the valet key - both masters had been stolen. I didn't realize at the time how complicated this issue actually was! I have since bought a spare ECU and soldered a socket on to hold the 93C56 chip. I found the excellent post here containing a virgin dump for a 2002 Camry and a post on Instructables with a dump for a different Camry. Both dumps are different (same codes but in different location on the chip). After I rewrite the chip to either of these dumps, I can insert/remove a key and the light stays on for programming mode - but then it only programs a single valet key instead of the 2 masters + valet. I've tried about 20 different iterations attempting to manually change the valet to a master but without success.

Does anyone have any tips? Ideal situation for me would be to figure out what's going wrong with my virgin dump . Otherwise, if I could even see what this chip looks like on another similar car, I think I could duplicate the structure.

Any help would be greatly appreciated! Thanks in advance.
