GM Tech2Win with Cheap Toyota vci cable?

Is it possible to use GM T2W with one of those cheap toyota vci cables off ebay?

unlikely. I have a cheap Toyota vci it will only run with the program supplied techstream 13 U S A market.
can't even change to japan market or Europe, I have a Japanese import to look at.

I just want to play around with tech2win for cheap if i can. Is changing anything supported over obd? On fords you can do some dealer only things and program keys with an obd cable.
