CARPROG POWER PROBLEM

Hi

i try to read an opel ecu (delco hfsi 2.1) with carprog on bench....

i already have replace the chip 74hct125d with brand 74hc125m i didn't make any further rework...)

no success of course... i check the tool with adapter a9 all ok...

i check pin 10 and i have 4v i plug in 12 v external power and i have 4.9 v so i guess i need to do something more in the pcb...

what i have to replace-add to make carprog works right?
