well... database is download via s/n , and is match with serial number as far as I know
that is why once you copy bin file from EU vvdi to NA / China or any other - it will not work
what is a point to have 2 vvdi and use them together in one PC - I have no idea

Don’t get me wrong except Mercedes I have programme almost all cars without any issue, in order for system to functions properly you need to buy full monty, only last week I programmed BMW 5 series 2007 all keys lost, I took my gamble and it paid off.
