Not True,You need MCU ID and eeprom 95640 from PCR2.1 , and good software to decrypt , not need read flash ...
On foto example how write to software MCU ID numbers and eeprom is decrypted

You must have the Full Flash or CPU serial number from PRC2.1. The CPU Serial number can show You devices Like PolDiag(OVDT OBD Interface), MagPro, VagCanPro, PCMFlasher, MPPSv23(orig). Or You need to read the FULL Flah in BSL mode. The K-Tag, KESS and Galetto v54 can't read the FULL flash and show CPU SN!!!
