Default Passat b6 adapting steering lock on

Hi Passat B6, i try adapt new ESL from dealer.
I have a PIN for car and it looks good, Engine ECU accepting it, Comfort Module same pin code.
but when going into 25-Immobilizer and trying:

    1. Adaptations, channel 0 read, save 0

    2. Security access - PIN ......

there is a Error 22: Requiment not met or wrong sequence and can't adapt new ESL.
    What am i doing wrong?

i wait 255min LOCK TIME IMMO, now LOCK TIME 0.

    thanks!

Yes, always decrypt CCM by powering it with old ELV attached.
(Only if your old ELV is completely dead or missing then you have a bigger problem ...)
