if you have 1 key you can use fvdi and you can add another key by obd.
If you have all key lost situation you have to remove dash read eprom prepare it with fvdi or carprog then program key by obd with fvdi or carprog

I've done a Octavia 2009 with the supervag clone so you should be alright too..
Open dash,find your pin positioning here http://www.supervag-key.com/gallery/pin-positioning.
Use vvdi2 to generate transponder (I use tango).
Write back the new file using same procedure as reading using supervag.
That's it..

i do it with avdi by remove cluster read dump and then go into service mode.
lately i have vag helper......very good tool to get the CS and PIN
i did even 2016, 2017 vw.....like tiguan, skoda citigo all key lost
vag helper for cs and pin
avdi to program.......20 minutes job

My superVag never used from buying, but when connect it ask alway check 2V obd.
So i sorted with FVDI, read 24C32 and make service mode. Program 2 key.
