MB91F465PA and MB91F526LKC UPA-s connections help

Hi, I have problems connecting and reading FUJITSU MB91F465PA (176) and MB91F526LKC (176) with UPA USB S
I tried in a few ways without success.
MCU is in the Alfa Giulietta BSI.

My readout is always same: 0xFF .. Does it mean mcu is locked?
