Default Citroen Xsara Picasso 1.6 HDI EDC16C34 no start on starter

So car is Citroen Xsara Picasso car came to me with the problem : Doesn't start on starter, starts and run on easy spray with unstable idle.A lot has been made to this car.

Injectors are checked no leak back
    Fuel filter isolated-the same
    fuel tank isolated-the same
    Got crank and cam syncronisation
changed all plastic fuel lines and hand priming pump also
changed fuel high pressure pump with fuel pressure regulator
    changed fuel pressure sensor

    so car came to me,
    no fault codes stored
on KEY ON i have 200 bar tried with two different diagnostics which is very strange, wiring from frp sensor is checked, changed frp sensor, the same
with frp sensor out of the rail i still have 200 bar, what the f.... so on starter pressure rises to about 350 bars and car still no start.Only thing left to change is the ECU,how can i have 200 bars at key on

So can you change fuel pressure regulator for known good one.

try feeding output through a diode will drop voltage 0.6 v

it you starting fluid apparently you then get oddvinjector codes

if fuel pressure too much system shuts down
