First of all you have to make sure that display is not displaying, check it with bright light, you can see if it displays and there are no back light, or display is f**ked...

Another time you have to provide more information about this cluster, what display does, is there backlight, power on photo and so on, remember, more info you provide, faster response and help.
If I helped you, feel free to drop me that sweet sweet +1 thank you.

these are the steps to diagnose:
    1. Check backlight (do it show text but no color display)
    2. Check LED driver VCC pin. (is it getting power? i.e 5v-12v)
    3. Check if IC is fu**ed, by checking continuity between vcc and GND pins
    4. Check capacitors around IC are they shorted? if so, inject 1v into capacitor and find what gets hot
    5. If LCD driver is good, but there are no backlight, check bulbs/leds. and if those are good, check power mosfets. (often if those are bad, they will get really hot)

More advanced: use osciloscope and see data lines patterns, are there some movement? any PWM signals or just steady 12v/5v/GND?
If I helped you, feel free to drop me that sweet sweet +1 thank you.
