Ford Transit 2004 cluster swap help

Hi guys
Wonder if anyone can explain to me why after replacing the cluster with one from another van, it cranks but doesn't start? I know some of you would suggest to copy eeprom from old to new, but the thing is that I suspect the eeprom dump is corrupted, so this is not an option. I want to add that the van has a petrol-gas engine if it's important. Original eeprom 24c16 dump attached.

File looks good. maybe cluster has immo data.

why do you need to swap clusters?

I worked for a long time in an opel corsa. change a replacement dash and the vehicle would not start. I found out that the dash, conford module, key and ecu were all linked by the immo. So I got to buy all those extra parts. Possibly your dash is linked to immo. Please, if it is useful, click on thanks button.

On riginal eeprom needles not working. Replaced with dump from similar cluster, needles work but no start.
