What are you talking about RayRay? No 2009 Caravan uses pacifica system. There are two types of fobik systems on 09, both you can read pin via obd. Some tools only have the one type listed for the model. This maybe your issue with tool. You can try selecting other fobik model cars in your tool.

On older style WIN units (ignition) pin is in a so-8 eeprom. On newer style WIN units its in nec mcu.
