The file should be exactly 319 bytes in size....yours it 0bytes

The file should be exactly 319 bytes...your's has 0 bytes after i un pack-it
And your packed file is 70bytes ...

At first step, I pulled USB too early from glove box, because of that 1b.hex was empty.

I cant download the hex ...
I need to test it, the old one from older BMW does not work (if I change the vic)
