    EPS light on? Fault codes?
Check and EPS fault codes. You will definately have one saying low voltage. Often won't run until clear
You may have lost torque sensor programming too.

Here's a high tech procedure you can try

    Retrieve DTCS:
    1. With the ignition switch OFF, bridge terminal # 4 and # 9 of the 16P Data Link Connector located under the dash on the driver's side.

    2. Turn the ignition switch ON.
    3. Record the DTC.
    4. The blinking frequency indicates the DTC. DTCs are indicated by a series of long and short blinks. Add the long and short blinks together to determine the DTC.

NOTE: The system will not indicate the DTC unless these conditions
    are met:
    • Set the front wheels in the straight ahead driving position.
    • The ignition switch is turned ON.
    • The engine is stopped.
    • The SCS circuit is shorted to body ground before the ignition switch is turned ON.

    5. Turn the ignition switch OFF.

    6. Remove the jumper from the DLC.

    Clearing DTCs
    Using Service Check Signal Circuit

    1. With the ignition switch OFF, bridge terminal # 4 and # 9 of the 16P Data Link Connector located under the dash on the driver's side. With vehicle on
ground, set front wheels in straight ahead driving position.

    2. Turn ignition switch ON. The EPS indicator comes on for about 6 seconds. Within 4
seconds of turning the switch ON, while the EPS indicator is on, turn the steering wheel 45° to left from straight ahead driving position, and hold steering wheel in position until EPS indicator goes off.

    3. Within 4 seconds after EPS indicator goes off, return steering wheel to straight ahead
driving position and release steering wheel. The EPS indicator comes on again 4 seconds
    after releasing steering wheel.

    4. Within 4 seconds after EPS indicator comes on, turn steering wheel 45° to left again and hold it in position. The EPS indicator goes off after 4 seconds.

    5. With in 4 seconds after EPS indicator goes off, return steering wheel to straight ahead
driving position again and release steering wheel. The EPS indicator blinks twice 4 seconds after releasing steering wheel, indicating that DTC was released.

NOTE: If EPS indicator does not blink twice, an error was made in the procedure and DTC was not erased. Turn ignition switch OFF, and turn ignition switch ON. The EPS indicator comes on for about 6 seconds. Within 4 seconds of turning the switch ON, while the EPS indicator is on, turn the steering wheel 45° to left from straight ahead driving position, and hold steering wheel in position until EPS indicator goes off.

Turn ignition switch OFF after EPS indicator blinks twice. Remove jumper wire from DLC. Perform DTC code output operation, and be sure that code has been erased.

Did i read the post correctly, you checked the fuses but did you check for 12v at steering control module? You must have 12v to continue.
