But even if you have ISK low and high most transponders you can not unlock, depends in configuration byte. For example BMW OEM key with known ISK low and high you can not unlock. But Touareg Kessy key should be unlockable with known ISK low and high I believe. VW Passat 3C Keyless key also. But I´m not sure.
