Default Toyota - Blue film covering Solder joints

Hello i was gonna edit km on this toyota but after removing the dash i see that this board looks like it has been repaired before. And over the eeprom i see this blue film/glue. I've never seen this before so im not sure how to remove it or what it really is.

Anyone have experience with this before? Can i just use hot air over is and remove the chip? or will there be any problems?tundra.jpg

    Thanks in advance.

That's right, I use to remove and then clean everything with isopropyl alcohol.

use a tweezer before cleaning and try gentle to remove as much you can, if you lucky may not need to use a cleaner, sometimes they come off very easy...

Epoxy/conformal coating removal pens are cheap off Amazon. They contain tetrahydrofuran and can be refilled if you have a funnel with a tight fit.
