Something's wrong here. "SAFE" is shown when there is no active Immo key, but in RB8 counters, under Immo4.
in Immo3 and 3.5 after connecting the cluster and the without an active key, you can normally see the current total mileage of the car

What if i just write another encrypted eeprom from a different tacho but same part number ?

then the display will show "def" or "error"

it is unlikely to follow the cluster replacement procedure with Ross-Tech.
the best solution is to rewrite the "Immodata" file, but to do this you need VDC, Smok, AVDI - org., not china

SAFE shows dismatching cluster to engine ECU or keys to cluster. Good luck!
