Default Range Rover 2016 Can't Add Key

    Hello,
There is one Range Rover Sport 2016 that came to me for a spare key to be added, original key is Hitag Pro ID49 315MHZ, i tried to add key on car but it failed, i used VVDI2 to add key on the bench but when i got to car it says key invalid. So there must be something going on the file of the KVM itself maybe a security that prevents one from adding a key on obd or on bench.
Attached Files are the dump of the KVM untouched before any modifications.

    any help is really appreciated
