    Default Upa 1.3 Clone repair

Can anyone help me identify the marked chip in the picture?

I have a problem with pin 2 and 6 , I think they are in short to pin 9 .
If I make the self test and power pin 9 , both pin 2 and 6 go high. Also pin 6 cannot go high by itself. And if I put only pin 2 high , pin 6 also becomes high

    Thanks
