if you can't communicate with diagnostic tool, maybe the ecu or cables, fuses have problem, you should see the ecu in diagnosis i think, with immo error...

When you connect new ecu communication is possible with use diagnosis tool with ecu? New ecu can be added with forscan. You can also rewrite the eeprom from the old ECU to the new one and the car will start

You have two solutions to synchronize immo:
    1. Add new ecu using diagnose tool for example Forscan with ELM327/ELS27
    or
    2. Copy eeprom with old ecu to new ecu if the numbers are the same on the new ecu and old ecu

Car must will start after this operations.
What are your current errors on the new ECU during diagnostics?

third option, do a manual synchronization
