ECU, TCU, cluster, ABS module, light modules etc.. Best way to find out is to take a full VCDS auto-scan of your car and it will show you in which module does it save mileage (if it has DTC in it).
If you are replacing cluster, change it in cluster to correspond to other modules. Full mileage *correction* is a lot of work to be done but in 80% can be found. You can't edit all mileages in all modules by OBD.

You can simulate DTC in any module, example ABS module- disconnect wheel sensor/ car battery to get steering angle sensor fault. Same goes to other modules ex. take bulb out, fuse etc etc. It will show you on scan DTC and if stores mileage on which mileage did fault/DTC occurred.

Have in mind that someone who will check for mileage, he will look for traces you left behind.
Be careful, some cars doesn't like mileage adjustment and result in activating immo, alarm, locking steering wheel, or even not starting.
    If helped, hit Thanks button.
