I had a similar problem with Peugeot 406 and Sagem S2000 ecu.On this car most probably was changed engine ecu and there was fitted non compatible S2000 ecu.Check identification on engine ecu label,maybe you have the same problem.

I have trouble with Peugeot Partner 2004 1.4 TU3JP, speedo and odo is dead.
I checked:
-wirings (sensor-BSM ok, BSM-BSI ok, BSI-cluster ok)
-speed sensor (is new and singal in osciloscope is ok)
-instrument cluster (i change to other used cluster and the same, in speedometer test needle is running)
-radio (unpluged)
In PP2000 in ECU measured values km/h is always 0.
In PP2000 in instruments is DTC: wrong signal from speed sensor
ECU was changed because i open it and as in the photo is holes from searching eeprom maybe some repairs.
What is the signal path from the sensor? SENSOR-BSM-ECU-BSI-INSTRUMENT? If yes, I suspect the ecu is damaged.
Do you have any ideas what to check and what could be the reason?

Check configuration on engine ecu: speed km abs or w/o abs.

I think problem with BSI.
Use speed generator,and check wire.

peumis was right. I found coding for ECU: multiplex digital ABS or simple wired ABS, i check wired ABS and uncheck speed control or something similar and speedo works
