Exclamation Diagnose citroen C3 with Delphi tool

    hello everyone ,
    i have a problem when i diagnose citroen C3 with a delphi
the problem is that the tool will not be powered when I connect it to the obd plug (the LEDs remain off) (see the photo)
I measured the voltage supplied by the obd plug and I found 12.4x volts; the ground is connected properly (pin 4 and 5); the power too (pin 16)
i don't have other tool to test .
is this problem with the car? or the delphi tool is not compatible with this car model?
note: the delphi tool works fine with another car.
    thank you
