UK Mileage Correction

Sorry if this is a noob question!

My uncle asked me to post here, as he owns a garage but isnt sure about how to carry out mileage corrections for replaced dashboards, those giving false readings, or if people request the service.

I was wondering if you could point me in the direction of what tool is best as a universal tool which works with all cars.

Value for money would be best as its only a small garage that he owns.

I have attempted to search the forums but can't see any dedicated posts to which tools are good and which tools are not.

It was an advertisement with a klink to their site mate ...
