I have only vcds, zedbull can programm this chip ? I have the pin number from dump of original car immo.

I suppose you bought the id48 already precoded, even they call it blank. Is blank because was never written to a car.
So enter with vcds at 17 - Instruments and add new key using your pin code from the car. Scan it with zedbull and see if is Unlocked and give it a go.
If you already have a key, you must ad both old and new when programming. Search on rostech site how to program, or youtube.
