    Just a thought as i have a few POIs outside of the UK that are not shown anywhere. Can you edit POI files ? and if so with which program.

    Maybe this site can help you, never used it before, just found it on a google search.

    Edit TomTom POI files, Garmin POI files or Navman POI files - Online
