I have not checked your files bu i am 99% sure you readed this with programmer. Its obd job, for old cluster no working key requied, but for new one you must have or follow all key lost method.

i think vvdiprog is not a cheap programmer and i have vcds too

It is as Evgeny87 already said: you need OBD tools to read plain eeprom from orig cluster and you also need an OBD tool to write immo data to target VDO 24C32 cluster.
You cannot solve this using only eeprom dumps, because the immo data inside is encrypted!
