WITECH 2 AND MDP

This is my first post in this forum, if anyone knows anything about the new MDP tool for WiTECH 2 please could you advise. I sent a MDP diagnostic tool from the UK to the USA for my friend, he tried to register the device in the USA but he was unable to do so as they said it had not been purchased in the USA, However i managed to register the device in UK with mopartsp and have also paid for the 3 day subscription, please could anyone advise on whether or not the device will work for cars in the USA, do i need a VPN provider installed, please if somebody can advise?
