even if I don't start OS? Cursor still moves but nothing else. I ran Dell hardware diagnostics and boot scan. Runs ok in Safe Mode. Must do hard re-boot. Happens every time.

hello. Have you checked hdd and drivers? you can see the health of the hdd with "crystal disk info"

check RAM isn't faulty.
