Honda CB400 all keys lost, write key from dump but cannot work

I'm working on a Honda CB400 all keys lost. Immo unit is 30410-MCE-B52 (Printing on the box is MCEV L75H 6328) First used Miraclone write to 2 blank PCF7936AS, no luck. Then change to VVDI2, wrote 3 transponder chips also no luck. HISS still blinking read. I attach the all lost dump and the dump generated by VVDI2. Can anyone with experience in this advise or share some experience?

Summary of what was done:
* Desolder 93LC46A, read and saved.
* Load to VVDI2, key 1 and key 2 id shown
* Tested wrote key 1 using VVDI super chip (no need to write back dump as it is the existing key 1), soldered back eeprom but cannot start, HISS is red.
* Tested wrote key 3 using blank PCF7936AS, wrote generated dump back to eeprom, soldered back but cannot start, Hiss is red.

Or is there a universal virgin dump that can be used for self registration of new key like Toyota 4C?

l46r eeprom pay attention you should read it and write it as 93c46 x16 not like ordinary eeprom 93c46
