Kess K-line dont work , led not blink

Hello! typical problem but I still can't do it, help , please
(sorry for mistake in thread name - "doesn't")

What I did before:
- Visual checked transistors marks- ok
- Replaced 9637 to ST 9613
- soldered through holes
- did supply 15v at 16pin obd(supply from battery)
- used solution with diode

Voltages at 9613 are:
Tx - 3.3/0(was changing when reading)
Vcc - 3.3/0
Lo - 3.3/0
Rx - 4,5v
K - as in 16pin obd
VS - as in 16pin obd
Li- 4,5v
At OBD 7pin (k-line) only very little tries to change level, voltage is as 16pin OBD (car battery) minus 0,5v. Green led didn't blink.


I turned on oscilloscope and started reading, at 9613 LO signal was changing levels 3.3/0 , TX and VCC did it too because LO and VCC connected together.
When I Vcc pin of 9613 up at air and connected to 3.3v stabilized, signal at LO still work but at others pin haven't any moves.
Also tried Rx pin up at air and connect to LO.

Where is problem , soft or hard?
Or can recommend people who sells working solution?
