You can do like this:
1. Plug the interface to the USB
2. Go to Device Manager and uninstall the driver
3. Unplug the interface
4. Replace the RT-USB.inf from VCDS folder with this one
5. Plug the interface to the USB
6. Run MProg and then flash the interface with this ept. file
You know how.
1. Upload the ept file
2 Read
3 Erase
4 Flash
In the end unplug the inetrface and then plug it in back
Go to the Device Manager and you'll see that it will be recognized as Ross-Tech Hex CAN USB interface.
In the VCDS folder set USB before testing ( nom com port )

Forget about genuine one.
It is not a genuine.
magadan in first pics of you the STC was unsoldered. The genuine hasn't this components in it.

The pics posted by magadan...hmmmm.... I'm not so sure but maybe it is like a genuine but I so somewhere a chinese clone that it's using FTID RQ too
So I can say that it's genuine or not.

Well!!! Maybe the 93Cx6 EEPROM or FTDI is damaged!
However it's strange because you can read it.
Try to delete the hardware in Device Manager. When he asks if you wanna remove the driver, click YES.
Then remove VCDS and the drivers from ADD/REMOVE Programs in Control Panel.
Reboot, just in case.
Connect the cable and let it install the SERIAL CONVERTER driver.
Open MPROG and try it again
If sucess, remove the cable.
Install VCDS including the drivers.
Plug the Cable.
Now it should be recognized as a RT HEX CAN INTERFACE
