On the other hand, today I got the cable I ordered from Aliexpress and internally it is identical to the one from obd2cartool, but it comes with a CD with drivers, with Kolimer loader, VCDS 18.9.0 and mprog.exe and various pdfs with instructions, including a video. The cable works out of the box.

It took about twice as long to be delivered compared to the cable from obd2!

I would still prefer to buy the one from obd2 although it has no software and no firmware installed, because of the delivery time difference and the possibility to pay with Paypal.
    Video is not working 404

I do, but as I said, it will take two months till you get it, and you cannot buy with Paypal. obd2cartool is preffered. The price is the same (or even cheaper by $0,5) on obd2cartool.

What we all need here is a step by step tutorial with what needs to be done to make the cable from obd2cartool functional or to ask them to ship them functional

A written step by step tutorial, the video is not easy to distribute it seems.

Surely the Aliexpress one is better for most people as it works out of the box rather than receiving a cable that has to be programmed before it will even work?

It would be appreciated by a lot of people if you could post a link to the cable that you received from Aliexpress.

Single links to vcd$ from Aliexpress work only one day. The next day "page not found".
To make cable offers visible you need to change "Ship to United States" to another country

Your link returns a lot of "HEX-V2" cables that use NEC processors, so it's better if they use this query when searching for cables: http://s.click.aliexpress.com/e/x72NNxi

This link will mostly return cables using ATMEGA processors.

    RT:
"USB 3.0 Fresco Logic: We have some reports of a blue screen immediately upon plugging in the interface to a USB 3.0 port in some newer laptops. Users should check the driver version for their USB port in Device Manager and ensure that the FrescoLogic FL1000 driver is at least version 3.5.36.0. You should be able to check your laptop manufacturer's website to find the latest drivers for your specific PC."

So update driver for your USB controllers. It is driver problem (compatability) for specific HW (controller), so you need to look at manufacture of USB on your computer.

If the original FT232 chip does not cost then driver version 3 will remove the pid: 0000
