    From what I understand you have a NEC chip and your cable is not update-able.

    For NEC, ARM ( with FW-1.96 only ) and all the others with ATMEL.
    You have a NEC chip.

    But not officialy released yet. On "classic" download link not yet 19.6.0.7. Still 19.6.0.6.
    Loader+this Test OK but CAN no communication.

    The update file only for ATMEL. Cables with a NEC chip do not support update.

    Go to official EST site, copy current 18.9.1 link, change it to 18.9.0 and here you go... you can download it.
