Simple Question - unlock channels

I have one simple question.
I live in Canada and currently subscribe to Rogers Cable TV.
If I buy a DreamBox and perform the Scan will it unlock channels that I don't subscribe to?

I can't find a direct answer to this question. I really want to buy a DreamBox if it can do this. I don't have the option of Satellite.

I appreciate all your help. I am obviously a super noob when it comes to this but I've been researching for the past 2 hours and I need confirmation before making my purchase.

depends what encryption methods your cable company uses.. if its nagra 3 then your ~~~~ed unless you can find a c/s server
