If you check the stream info... The 1800 already gone meaning the signal have been switch off.

It is fully on 1802 signal which mean N3. Other channels which you are able to watch, you willnotice there are both 1800 & 1802 running concurrently.

Hope that clear your doubt.

Usually before big bang, project team will do a milk run on low threshold subject (less complain if things screwed up).
Once tested running perfectly, then would enforce all in one bang or two.
At least this is how things work in most companies.
