AGC is Automatic Gain Control (http://en.wikipedia.org/wiki/Automatic_gain_control)
BER is Bit Error Ratio (http://en.wikipedia.org/wiki/Bit_error_probability)
In general you want SNR to be as high as possible, and BER to be as low as possible. AGC is a bit more variable and depends on the other two values, signal strength, etc.
