Can anyone tell me please, what is the 8% signal deviation and to what area does it refer?

As far as I know it doesn't refer to any specific area,its just that some people for various reasons cannot seem to get a signal any higher than 8%, which of course is just not good enough, its quite a common problem,so much so, that there is a special fix for it ...
