Fresh Install Dreambox working but modem not?

My brother in law has just got Virgin TV and telephone installed, I unplugged his Virgin box and replaced it with a Dreambox which is working fine However I can't get a modem to work on his line. The modem isn't locking to the downstream freq and just sits scanning for hours on end without making any progress, the line is alive as when I plug the Dreambox or the orginal Virgin box into it we get tv.

Even when I take my fully working modem to his house it doesn't lock on, it's as though Virgin have filtered out the BB frequencies on his line, is this possible?

We are in the same UBR and the MAC addresses and modem all work at my house but not his.

No mate, his modem won't get a DS when connected directly either.

I have his splitter here to test, my modem and Dreambox booted 1st time no problem using his splitter

I've had modems before that liked to take a while to sync when 1st connected to a fresh feed but this modem has been left connected overnight and was still scanning in the morning, that's why I'm wondering if Virgin can now filter out BB freqs.

Same coax but it carries different frequencies.

My cable TV default frequency is 619Mhz with transponders located outwards in 8Mhz steps.

The modem locks on at 339Mhz (used to be 331Mhz but they jumped a step), a simple filter can block 339Mhz - same principle as those pissy upstream frequency blockers that were sold to prevent talkback.
