Digivox XL API?

I don't think this has been covered before and there might be a reason for this as it's probably not possible.
I was simply wondering if it is possible to edit the API bin file thats used to update the Digivox XL. Quite frankly I don't really like the User interface and wondered if I could edit the file to create a new one?
What program is used to code the api file as it doesn't seem to be openable with notepad and similar programs?
