Quality seems quite low but its hard to tell as, tbh, the readings on most cable boxs seem to be somewhat more random than accurate. I would expect quality to be up towards 100 though as it should be derived from the bit-error-rate !
Glitching can be caused by many things. The most obvious is a signal problem causing so many bit errors that the box simply doesn't have enough information to build a picture. On non-encrypted channels this tends to manifest itself as block or pixelation effects. On encrypted channels your more likely to get a decryption pause (several seconds of black or frozen picture).
Another problem is the CS data required to picture decrypt either not arriving at all or not arriving in a timely manner. This can indicate either a bad internet connection (likely if the problem is limited to you or a local area) or a server problem (only likely if its similar for everybody).
Are other people having problems ?
Nobody else has replied saying they are which would tend to imply the problem is the quality of your internet connection. If somebody else is downloading or using the connection for something bandwidth hogging then that can cause awful problems with any CS type solution. Maybe you need to somehow prioritise the CS protocol in your router over other traffic.
Are your problems limited to just a few channels or on all encrypted channels ?
Remember that different frequencies act differently within your cable connection so not all are received at the same power levels. It may be that your particular wiring is causing problems around a certain frequency range. This may be one or more transponders (a transponder generally holds 5-10 video channels)

,first of all what firmware is on box ,check system info because you may need to do a s/w update first then this.
