    its looking like you have a faulty power supply board....
    leave it with me till the morning as there is 2 parts that lose value and cause this fault i will check what the boards reference numbers are...
    i could possible repair or supply a working board..
    im not sure of the sites rules on this is it looks like im advertising for work

      Another thing I realised while testing the voltage was that the voltage would slightly start to drop the longer I held on to the pin. Would that suggest a faulty capacitor on the PSU bosrd ?

        the parts to check on the power board are d8 (diode)..
        c13 (2200 10v) c15 (100 16) have a look at these 2 caps to see if they are doomed or bulging...put your finger on the top to check if doomed or not.....
        your 12v line is a bit high.....
        if these parts seem ok you may be best changing the whole power board..
        im about 85% sure your faults on the power board but could be wrong...
        i have a kv with a working power board and a fault on the main board..so i suppose if you removed the main board sent it to me i could tell you 100% if its faulty or not

            The C13 capacitor top was clearly bulging from the rest of the caps. So ordered a replacement from eBay and replaced it today. Worked a treat, thanks faflefevre!

                    well done m8 gald its sorted..
                    its nothing to do with electricity surges.
                    its due to age and heat its common on all electronics especially televisions..
                    if you had a surge it would blow the internal fuse or damage the primary of the power supply.
                    your fault was on the secondry of the power supply..
                    the older starview 1 boxes used to give the same problem on the 3.3v line and would freese up and display a 0 in the display..
                    anyway glad i was of some help.
                    and good advise from cactikid about surge protectors may prevent killing your eqipment for goog

                      after sv1 i used surge protection on cable and sat,power and internet so no back door entrance.
                      are you using a good quality scart with no loose connections as i have been told that may damage caps also.

                        you have been told wrong m8...
                        the only way a scart cable can damage a cap is if you used a scart cable as a weapon and physically hit the cap with the cable
