dead starview 1 clone...help please

hi guys, i know that there are a few threads about dead boxes but i cant find the answer im looking for

i have a sv1clone that wont power up, no display at all. i bought if faulty so dont know if its hardware or software fault. it makes a noise wen i first power it up.

im getting 240v into the psu, and im getting around 8.5v coming out of the psu, is this voltage enough??

Is the noise you refer to a clicking noise? If so a Jtag will usually fix it.
