Noob Help - Is this the one to buy?

Hi There,

I am looking to buy a Starview 4, this seems to be the cheapest genuine one around:

My Cable Box-Cable TV Boxes-Starview Boxes-Starview 4 The Box Super USB PVR

Now what my question is, is that at the bottom of the advert is says:
Note: ALL Cable Boxes are Supplied with Free To Air Software pre installed Only.

Does this mean that I will not be able to watch encrypted channels at all? Or does it mean that I will not be able to watch encrypted channels until I install the latest FW available on DK?
I have the idiots guides etc, will that be all I need?

Sorry if that is a very basic question just do not want to buy anything that is wrong!

no that is illegal you have to flash them yourself. its easy read through some of the threads on here.
