for a driving license, simply befriend a bloke of similar age to yourself and then move in with him. apply for a driving license in his name and send off with his birth certificate and a photograph of yourself. then be sure to wait for the postman everyday and get the post before him.
you may want to consider murdering him just in case and disposing of the body in a barrel of acid and then burying the barrel far far away in a secluded spot.
i recommend living in his house for a long period of time before embarking of this diabolical scheme otherwise it might look a bit suspicious when he suddenly disappears
