why not call it a fortress then instead of a castle ?

A fortress is a very large fort, and can be used as a word to describe a safe haven and is extremely difficult to break in to,

A fort can be large, it can be small as a bunker in some cases. It is a protected area where militaristic plans can be made and exectuted, provide shelter and sometimes are only temporary lodgings.

I suppose it depends on what its purpose is.
