i was hoping the thing was illegal,all i can do is ban him bringing it to my house.before have fights with half the village,was shining it at houses last night,seen it out my livingroom window.

i think there is something about them been to powerful there restricted but id say its one of the cheap ones from the market and not one of the top end ones

It's the mum that wants a slapping not the kid. The kid relies on his parents to educate him n such matters.

I think that at 5mw it is illegal anyway and even if it isn't directly illegal it is certainly an offensive weapon and can attract jail time in much the same way a knife would.

You should tell her to take it off him or you will go to the police and if that happens she would lose custody over seomthing like that, no question about it she is unfit to parent end of story.
