my wife sis got herself a laptop i was wanting to know because she does not have a phone line in her appartment what opitions has she got to connect to the internet

Couple of options.

1 could be a mobile broadband dongle, these can prove pricey in the long run. Standard networks should be ableto supply them. O2, orange, tmobile and vodafone and such like.

Another option is getting to know your neighbours. Going down the legal route of offering them a little cash to offset there bill while they give her access to there network.
