ipv4 addresses are four bytes long represented by octal (1^6) instead of binary(1^2) or hexadecimal(1^16), you can only have a value between 000[00000000bin 00hex] to 255[11111111bin, FFhex]
for 691 (a decimal number or 1^10) you would require an additional two bits added [1010110011bin, 2B3hex]
